WASTE MANAGEMENT SYSTEM
The City of Belleville, pursuant to By-Law No. 98-175, operates a User Pay Garbage System, whereby citizens purchase a $2.00 garbage tag to be affixed to each garbage item set to the curbside for weekly collection. The City is split into three sections for garbage collection, as follows:
- West of Moira River - garbage collected every Tuesday
- East of Moira River - garbage collected every Friday
- Thurlow Ward - garbage collected every Thursday

7:00 A.M. ON COLLECTION DAYS
Each bag, container or item of garbage counts as one lift:
- Residential (Belleville Ward) - 6 lifts per week
- Residential (Thurlow Ward) - 10 lifts per week
- Commercial - 16 lifts per week
- Downtown Core - 16 lifts per week
(8 on Tuesday; 8 on Friday)
(Downtown core means the lands fronting on Front Street extending from Dundas Street northerly to Station Street, and the lands fronting on Pinnacle Street extending from Station Street southerly to Dundas Street and shall include the lands fronting on Victoria Avenue, Campbell Street, Bridge Street, Market Street and McAnnany Street between Front Street & Pinnacle Street.)
Garbage tags are available at various distribution centers in Belleville and Thurlow including: City Hall, major grocery stores, corner convenience stores, Belleville Water, Geen's Pharmacy, Kelly's Drug Store, Foxboro IGA, Maple Dale Cheese Factory.
To ensure collection, please follow these guidelines:
- Disposable bags should be tightly sealed and not weigh more than 50 pounds.
- The bag tag should be looped around the neck of the bag and have it meet at the end producing a little "flag". City of Belleville should be displayed on one side and the bag tag number on the other side. Please do not twist the tag around the garbage bag as it appears that the tag has been split in half and the waste collector may refuse collection.
- Cardboard boxes should be closed and sealed, not more than 24"x24"x42" in size and not weigh more than 50 pounds. Ensure the bag tag is visible to the collector on the outside of the box.
- Garbage cans or containers should be reusable galvanized metal or plastic, not more than 17 gallons (77 litres) or 75 pounds in weight, with carrying handles and a secure, water tight lid. The top item inside the container must display the $2.00 bag tag visible to the collector when he removes the lid.
- Belleville Ward ONLY - SMALL & LARGE FURNITURE COLLECTION - wooden furniture, mattresses, box springs, TV's and rugs rolled and tied to a 5 foot length can be set to the curb with a $15.00 tag. Small furniture items such as TV's, stands, end tables, chairs, etc. must have a $10.00 tag affixed to each item. The tags for small & large furniture are available at City Hall. Collections will take place on Friday for the entire Belleville Ward. Please call Public Works (613-967-3275) prior to 4:00 pm on Thursdays to have your location added to the list for Friday's collection of small & large items.

HOUSEHOLD HAZARDOUS WASTE DISPOSAL
Quinte Waste Solutions set up a Household Hazardous Waste Depot at 75 Wallbridge Crescent from April to October every year on various Saturdays. The Belleville depot is also open every Thursday morning from 8:00 a.m. to 12:00 noon (April to October). Schedules are available from Public Works-Yards and City Hall.
The depot is located in the fenced-in compound at the north end of the Public Works' building.
Quinte Waste Solutions also host "Giveaway Days" at the Hazardous Waste Depot which allows the public to pick up paint, paint strippers, stains, etc., free of charge.

LANDFILLS
Belleville Ward Residents:
The landfill for City of Belleville residents is the Trenton Transfer Station at 26 Chester Road,Trenton. Hours of operation are 7:30 a.m. to 5:00 p.m. Monday to Friday and 7:30 a.m. to 12:00 p.m. on Saturday. Directions to this landfill are: West on highway #401, Glen Miller exit, continue south past Leon's Furniture Store, go through one set of lights, turn right onto Creelman Street, travel to the end of Creelman Street, turn right onto West Street and the transfer station is behind the recycling building on Chester Road (613-394-4976).
Tipping fees are $99.00 per metric tonne. Garbage is weighed on site and tipping fees are determined by the weight. Disposal of asbestos shingles - public must give twenty-four hours' notice for special arrangements to be made to dump asbestos shingles - call 1-613-388-1057.
Thurlow Ward Residents:
Thurlow Ward residents' landfill is the Thurlow Landfill site situated on Mudcat Road, Thurlow Ward. Hours of operation are 8:00 a.m. to 1:00 p.m. on Wednesdays and Saturdays. Permits to dispose of shingles at this landfill must be obtained at Public Works' Yards, 75 Wallbridge Crescent prior to disposal.

DISPOSAL OF WHITE GOODS
Belleville Ward Residents:
White goods and large metal items are prohibited from regular weekly garbage collection. Arrangements can be made at City Hall to have Public Works' employees pick up these items from your curb. The cost for collection and disposal are:
- Freon items (refrigerators, freezers, air conditioners, humidifiers, Dehumidifiers)
- Non-freon items (stoves, washers, dryers, dishwashers, microwaves, Barbecues)
Thurlow Ward Residents:
White goods (appliances) can be disposed of at the Thurlow Landfill Site on Mudcat Road. The charge is $10.00 per appliance, however, an additional $15.00 charge will apply for items containing freon, if they have not been tagged by a certified person to be empty of the refrigerant.
LEAF & YARD WASTE DISPOSAL & COLLECTION
City residents may dispose of leaf and yard waste at NO CHARGE in bins set up at the Public Works' building located at 75 Wallbridge Crescent from April 21st through November 30th, during the following hours:
- Monday & Tuesday ..... 8:00 a.m. to 4:00 p.m.
- Wednesday ............... 8:00 a.m. to 7:30 p.m.
- Thursday & Friday ...... 8:00 a.m. to 4:00 p.m.
All leaf and yard waste must be dumped directly into the bins. No plastic or cardboard are allowed in the bins.
Leaf & Yard Waste includes: leaves, grass clippings, flowers, fruits, vegetables and organic material generated from gardening and yard maintenance, brush and tree limbs 2 ¾ inch maximum trunk diameter and no longer than 4 feet.
The City provides leaf and yard waste curbside collection in the spring and fall of the year. Flyers are enclosed in the Community Press during March setting out the dates for your location. The City is divided into four sections for leaf and yard waste collection - west of the Moira River & North of CNR tracks; west of the Moira River & South of CNR tracks; east of the Moira River & South of Victoria Avenue and east of the Moira River & North of Victoria Avenue. Refer to the flyer to ensure you set your leaf and yard waste to the curb on the appropriate date.
